Post, as spokesmen for New York's utility-hating Mayor Fiorello LaGuardia. and Superintendent Ezra Frederick Scattergood of the Los Angeles municipal power plant made speeches declaring that the only hope of getting reasonable utility rates was to start public plants in competition.
