History Lessons When I saw your cover story, "Starting Anew," I immediately remembered reading your excellent cover article about Afghanistan by Rory Stewart in late July last year [July 20]. Stewart recommended, among other things, that U.S. troop numbers be reduced and that the military strategy should focus on counterterrorism, not counterinsurgency. How depressing, then, to read that the U.S. is planning to increase the number of troops in the country and is pursuing a counterinsurgency strategy in Helmand province, with running ground battles with the Taliban. The new policy of refraining from air strikes that might kill innocent Afghans...
...world these days where consumers speak with that kind of confidence. With the U.S., Japan and all of Europe mired in the worst global recession in 30 years, China has shown a restorative strength that six months ago many doubted it had. A devastating slump in exports crippled growth late last year, but on the back of a $586 billion government stimulus program - about 13% of GDP, spread over two years - China has snapped back. The economy grew 7.9% in the second quarter and will now probably expand 8% or more this year. Evidence of increasing momentum appears almost every...

Beijing never signed on to what became known in the late 1990s as the Washington Consensus on global economic policy, which called for free trade, privatization, light-touch regulation, prudent fiscal policies and - at least as many interpreted the consensus - free capital flows. The U.S. Treasury, in the wake of the credit meltdown, has put forward a plan to enhance regulation of its own capital markets, but that is unlikely to prevent Beijing from continuing...
...been modernizing streams in Chinese society long before 1978, and had some of them taken a different course, our view of what China represents for the future would be unrecognizable from the standard text. (Just imagine what we would think if China had become a constitutional monarchy in the late Qing period. Impossible? Japan managed...
...Cove, a spectacularly compelling documentary that was as well financed as it is well intentioned, starts with a glimpse of seeming paranoia. A man in his late 60s is driving, anxiously checking his mirrors and talking about the people he's sure are pursuing him. He's wearing a surgical mask and gives the impression of Jason Bourne as a possibly batty senior citizen, still dodging bad guys and, maybe, swine...
