...SOFA deal, which creates a legal basis for foreign forces to remain in Iraq beyond the December 31 deadline when the current U.N. mandate expires, not only sets a three-year deadline for U.S. troops to leave Iraq; it also requires that they leave Iraq's cities by June 30 of next year. The troops would redeploy to bases in the countryside, from which they could be called into action to support Iraqi security forces, as they currently do across much of Iraq. The SOFA also gives Iraq expanded legal jurisdiction when serious crimes are committed by U.S. troops...
...Though tenure doesn't guarantee lifetime employment, it does make firing teachers a difficult and costly process, one that involves the union, the school board, the principal, the judicial system and thousands of dollars in legal fees. In most states, a tenured teacher can't be dismisssed until charges are filed and months of evaluations, hearings and appeals have occurred. Meanwhile, school districts must shell out thousands of dollars for paid leave and subsitute instructors. The system is deliberately slow and cumbersome, in order to dissuade school boards and parents from ousting a teacher for personal or political motives...
After months of thorny back-and-forth negotiations, several revisions and much hand-wringing, the Iraqi Cabinet on Sunday finally approved the contentious Status of Forces Agreement (SOFA), which provides a legal basis for U.S. military operations to continue in Iraq after Dec. 31, when the U.N. mandate expires. The Cabinet vote had only one nay to 27 ayes, but nine Cabinet members chose to withdraw from the final...

"The jurors kept sending out messages" via U.S. Marshals, the e-mail says, identifying a particular juror as "very interested" in a person who had sat at the prosecution table in court. The same juror was later described as reaching out to members of the prosecution team for personal advice about her career and educational plans. Conyers commented that the "risk of [jury] bias ... is obvious...
...would not be able to apply for additional gaming tables or slot machines. That set a limit on future building, but Beijing was also concerned about the volume of mainland tourists frittering away their money at the tables in Macau - the only place on Chinese soil where gambling is legal. Each day, crowds of hopeful punters cross into Macau from Zhuhai, in mainland China, and pack ferries sailing in from nearby Hong Kong. Over the past few months, Beijing has imposed stricter visa restrictions to cut down on the frequency that mainland Chinese can visit the former Portuguese colony...
