Russia's fence-straddling new bosses, Leonid Brezhnev and Aleksei Kosygin, provided no public backing for India against Pakistan in the bitter Rann of Kutch controversy; not a word of support against the Chinese Communists, who for years have been nibbling at India's Himalayan borders; not even a clear-cut promise of more aid and trade. In fact, the Russians chided India for failing to use fully the aid already pledged-$1 billion, or roughly one-fifth of what the U.S. has given-and for not developing full capacity at the woefully inefficient Ranchi heavy-machine plant...

Seven months ago, Nikita Khrushchev was bounced as boss of the Soviet Union for such character flaws as "phrasemongering." There hasn't been a phrase mongered or a shoe banged within the Kremlin's henna walls since. Where flamboyant Nikita rarely made an unpublicized move, his successors, Leonid Brezhnev and Aleksei Kosygin, go about their business so self-effacingly that days go by without the slightest mention of them in the Soviet press...

...Composers' Union. Though no firm conclusion as to its merits for Soviet society was reached, Russian jazz buffs were encouraged. Among other things going for them: Kosygin has one of the largest jazz record collections inside Russia. More important, the duumvirate fired Khrushchev's hated chief ideologue Leonid Ilyichev, replaced him with Party Secretary Petr Demichev. Demichev has informed Soviet artists and writers that the party will no longer interfere in matters of style, though it still retains the threat to clamp down on "nonSocialist content." Today a Socialist abstract painting is not a target of automatic denunciation...

Nikita Khrushchev for years had huffed and puffed in favor of prefabricated concrete slabs, relegating the lowly brick to minor status in the nation's crash housing program. But last week, when the new economic plans of Premier Aleksei Kosygin and Party Boss Leonid Brezhnev were disclosed, the brick was back in the planners' priorities. That alone would not keep the wolf from the door, but some of the other decisions announced would certainly help...
