Official bodies at every level, intent on drawing our attention where it would not otherwise turn, carve the year into un-anniversaries marking those things that haven't happened but apparently should. The new year begins the U.N.'s Decade for Deserts and the Fight Against Desertification. It is also the Year for Biodiversity and the International Year for the Rapprochement of Cultures, whose mandate is to build "the defenses of peace in the minds of men."
