Senate Republican leader Bob Dole introduced a bill to lift the arms embargo against the Bosnians -- a measure that, if passed, will likely endanger international efforts to bring peace to the region. According to another secret memo TIME has obtained, which Perry sent Lake later in the week, Perry wants to have NATO assume complete command of any evacuation of peacekeeping troops should that become necessary.
