...White House sent chief counsel and eminence grise Lloyd Cutler to testify on the first day of hearings. Cutler's mild, 11-page account of 20 contacts between White House officials and those overseeing the federal probe of the Madison Guaranty S&L briefly seemed to take the air out of the hearings. But he had barely completed his testimony when he corrected himself, moving up by one week the time at which the White House knew the targets of the RTC's investigations. His assessment of the Clinton team's overall performance was a gentle scold: "I have concluded...
Roger Altman probably knew his days were numbered when Bill Clinton issued a tepid, one-sentence endorsement of his college chum and campaign fund raiser. In a statement released by Treasury chief Lloyd Bentsen last Monday, Clinton said, "I believe that Roger Altman has been an excellent Deputy Treasury Secretary, and we want him to continue in that capacity." In Washington, where what isn't said is often more important than what is, those less than bracing words of support could have another translation: "Pack your bags...
...entire Whitewater investigation into possible improprieties by the Clinton Administration will have to start from square one. Meanwhile, Congressional hearings wound down with Republicans continuing to call for the resignation of Deputy Treasury Secretary Roger Altman. Today's highlight was a sharp exchange in which White House counsel Lloyd Cutler lashed out at Republican members of the Senate Banking Committee for their partisanship. "You come from a party which while it held the White House was responsible for Watergate and Iran-contra," he said.WHAT NEXT? Expect Altman to resign, says TIME Washington correspondent Suneel Ratan. Others who can be counted...
...nonetheless apologized for potentially misleading testimony given at an earlier hearing. During intense grilling by committee members, Altman pointed out that three independent investigations had discovered no interference by Clinton Administration officials in the case of the failed Madison Guaranty Savings & Loan. Earlier in the day, Treasury Secretary Lloyd Bentsen's chief of staff, Joshua Steiner, tried to dismiss the accuracy of entries in his diary, in which he had written that Altman had "gracefully ducked" a question about Whitewater-related meetings...
Even so, some top officials could be made to squirm, beginning with Secretary of the Treasury Lloyd Bentsen. Jean Hanson, general counsel of the Treasury, has reportedly told investigators that she briefed Bentsen about 1993 meetings between lower Treasury officials and White House aides concerning a Whitewater-related investigation before press reports of the meetings surfaced. In March, Bentsen said he knew nothing about any such contacts before they came to light. Bentsen is expected to testify that he does not recollect any such briefing...
