...couldn't be fired by Barry. With the help of a presidentially appointed financial-control board, Williams used this power to begin dismantling the bloated government Barry had built over two decades. Barry had more or less used D.C. agencies as a jobs program; this governing strategy created a loyal black middle class but eventually ruined city finances. Williams issued pink slips for the first time in years. In many parts of the city he was hated...

...victims had to be widened; at least that way Clinton could be seen as paying a price. By Monday, White House reporters were being fed tales of the President's other painful conversations. The word for the weekend was "betrayal"; the scene was of the President taking his loyal aides aside one by one and apologizing to them for what he had put them through. This was essential, since his willful abuse of the people around him was becoming a matter of public record. There were career civil servants, secretaries, Secret Service officers who do not have rich consulting fees...

Scout's honor. The Vice President is nothing if not loyal (not to mention helpful, friendly, courteous, kind and obedient), but loyalty gets you only so far. At some point every Vice President with an eye on the top job must find a way to excise his boss without looking like a Brutus. ...people most harmed by the affair, as Mr. Clinton himself said on Monday night, are his wife and daughter. Dealing with adultery is a miserable way to start a vacation on Martha's Vineyard. And he badly abused his loyal staff members who, as the price of serving him and his vision for America, now have major legal bills to deal with. And I suppose that Monica Lewinsky, in her pain, has promised herself never again to get romantically involved with a sitting President. And I imagine it has dawned on Mr. Starr that he may go down in history...

People think it takes so much out of Hillary Clinton to play the loyal wife that anyone who thinks she might also be a loving one is dismissed as a gullible dupe. To many viewers, Hillary's full-throated defense on the Today show in January, in which she blamed her husband's enemies for the scandal, was pure spinning for her man. But it was easy for her to believe that the same amalgam of right-wing moneymen, zealots and Clinton haters who had launched investigations into (and made movies about) whether Vince Foster was murdered could be behind...
