Defeat Conceded. Neither Savimbi nor Roberto had any response to Neto's victory claims. But UNITA Foreign Affairs Secretary Jorge Sangumba, in a statement from the Zambian capital of Lusaka, acknowledged that UNITA had been defeated on the field of battle. He vowed to fight on, however, and said that UNITA was already organizing guerrilla-warfare cells throughout southern Angola. But barring a direct confrontation of the M.P.L.A. and its battle-hardened Cubans with some 5,000 South African regulars dug in around the Cunene River hydroelectric complex just inside Angola, large-scale fighting appeared to be over...
...With Ali demanding prize money beyond the means of individuals or even corporations, King has made his deals with governments. Meanwhile, Tanzania, Zaire and several other African states that have long aided anti-Portuguese guerrillas were quietly helping Lisbon toward a solution...
...colonial (end to the colonial war) has not been altogether lost. A de facto cease-fire still holds in Guinea, and neither side would rule out a resumption of the talks in the near future. Talks between Frelimo and the Portuguese are still scheduled to resume July 15 in Lusaka, although chances of a cease-fire in Mozambique are slight. As the OAU gathered in Mogadishu last week, Scares appealed to the organization to help settle differences that will arise in Lusaka and Algiers. Its ability to aid is doubtful, however. The OAU states have not even been able...
