Over Memorial Day weekend, Ben-Menashe arrived in Washington bearing allegations about Gates that went far beyond his handling of the Iran-contra scandal. Ben-Menashe charges that Gates was present at three 1980 meetings between William Casey, then manager of Reagan's election campaign, and Iranian officials in Madrid, at which they allegedly discussed delaying the release of the 52 American hostages in Iran in return for shipments of arms through Israel. Ben-Menashe also claims that Gates attended a final meeting in October in Paris, which included not only Casey but the vice-presidential candidate and former...
...first organized a citizens' group, including Soviet dissidents in exile, that went to Madrid in 1980 for the human rights follow-up to the Helsinki agreement. One of its leaders calls for "a year of repentance and reflection rather than a year of celebration...

Former President Miguel de la Madrid sold the Aeromexico national airline for $193.8 million to a group of Mexican investors in 1988. Sales took off after Carlos Salinas de Gortari became President later that year. Mexicana, the other state-owned airline, was sold for $140 million to a consortium including Mexico's Group Xabre conglomerate and the Chase Manhattan Bank. Next to hit the auction block was Cananea, one of the largest copper mines in the western hemisphere, sold last summer for $475 million to Mexican copper baron...
...with more of the giant planes than can be accommodated at bases in Saudi Arabia and the Indian Ocean island of Diego Garcia. The agreement was no surprise in the case of loyal ally Britain, but a very considerable surprise on the part of the formerly aloof government in Madrid. France agreed to allow the B-52s to fly over its territory. Being France, however, it attached conditions -- among them that the B-52s not carry nuclear bombs...
