...stuck at the bottom of the class just 2½ years after it joined the E.U. Bulgaria's lack of progress is all the more glaring given the initial assumptions, in both Brussels and Sofia, that E.U. accession would lock in the reform process, pulling Bulgaria into the European mainstream. But the country is still plagued by corruption, gangland violence and feeble law enforcement. The expansion of the Israeli presence in East Jerusalem and the West Bank in recent years has eroded faith in the prospects for a territorially viable Palestinian state; the idea of resolving the conflict on the basis of creating two states - a concept that entered the political mainstream almost two decades ago - may have reached its expiration date...

Instead, Youn argues, her judicial profile is "very much in line with her colleagues." The study gives a brief overview of the term "judicial activism" and explains how it has been saddled with negative connotations since Marbury v. Madison established the court's power of judicial review in 1803. Specifics of the cases reviewed aren't available in the report, but the study nonetheless paints a good statistical portrait of what might be expected...
