Wary of ceding influence to Europe, the Russians have stepped up efforts to maintain their traditional fighting weight in the region. They have given large loans to neighbors hit by the economic crisis and sought to strengthen regional security and economic organizations that tie their neighbors closer to Moscow. They have also taken a more hands-on approach to "frozen conflicts" in Moldova and the Caucasus to keep neighboring governments on their toes...

...foreclosures? Or would it be better for the foreclosures to proceed? One of the things that can be done to make the housing market more stable is if something is done to limit the foreclosures. There's been a lot of rhetoric about helping mortgage holders who cannot maintain their monthly payments on the mortgage, but very little, in fact, has been done to help them. ...Dalton, associate fellow at the international-affairs institute Chatham House in London. Dalton believes that behind Iran's prickly attitude is insecurity about the country's relative weakness compared to the E.U. "Iran needs Europe - it needs the trade, it needs support in international organizations and it needs to maintain a strong image to the outside world," he says. "The E.U. has influence, and when it takes collective actions, others take notice, and Iran does not come off well. Iran is in a difficult situation and it knows that it will eventually have to engage in more discussions." Until then...
