...free-trade area would also offer a chance for smaller guys to go international. WaveRider Communications, based in Toronto, a maker of wireless Web equipment, has just opened a South Florida office to prospect for new business in such places as rural Venezuela, where the government's peculiar radio-frequency allocations drive up costs fourfold for some components. "If we could get low-cost, 128K wireless connections into their schools, offices and homes, they'd go crazy for it," says Scott Winn, the firm's South America manager...
...sure, what Welch and other savvy CEOs are defending is not just any old information-technology spending. Nobody believes anymore, for example, in unlimited demand for fiber-optic cable and switches and bandwidth. And even among makers of efficiency-enhancing software, spending is slowing. Oracle, for example, was predicting 30% growth in earnings this year but revised that to announce that first-quarter growth would be less than 10%. Says Katrina Roche, chief of marketing for i2 Technologies, an e-business software maker based in Dallas: "Nobody is willing to blindly invest in technology the way they were 12 months...

Fellow Greens in the European Parliament have called her a "mischief-maker" and a "pain in the neck" and even demanded her expulsion from the party. Despite such censure, Schröder remains undeterred. "In contrast to [German Foreign Minister Joschka] Fischer & Co., my political statements are firmly grounded in the Green manifesto," she contends...
...sales wither and dotcoms disappear, handheld-computer makers are enjoying a rather solitary spring fling. Just look at the flurry of new-product announcements in the past few weeks. From Handspring's razor-thin Visor Edge to a new memory-packed Compaq iPaq, a major upgrade has been trumpeted by nearly every PDA maker. Here's why: last year nearly 10 million PDAs were sold worldwide, almost double the number for 1999, according to research firm Gartner Dataquest. By 2004, the firm anticipates that everyone from executives to hairdressers will buy some 33 million PDAs, generating nearly $8 billion...
