...topless showgirls, white and black. Dubbed the richest man in South Africa, Kerzner got into trouble in 1986 when he won permission for a hotel and casino in another homeland, Transkei. To acquire an exclusive gaming license, he had paid more than $900,000 to Transkeian Prime Minister George Matanzima, who was forced to resign and was later jailed for fraud. Kerzner maintained that Matanzima extorted the money, and the South African government declined to prosecute him. Kerzner moved his base of operations to Britain, and from there he expanded his hotel-and-casino empire to France, Morocco...

Backed by Transkei's 8,000-man army, Major-General Bantu Homolisa announced the overthrow of Prime Minister Stella Sigcau. In September, Homolisa had helped put Sigcau in office by deposing George Matanzima, who had ruled the "republic" since 1979. Homolisa accused Sigcau of corruption and bribery. Transkei, the oldest of the independent homelands, is a case in point. Its first Prime Minister, Kaiser Matanzima, now 72, quickly established an authoritarian presence and installed his younger brother George as his successor when he became President in 1979. Together the Matanzimas managed to acquire large amounts of state land to add to their already substantial farming interests. More recently, however, the brothers had a falling out. ...Matanzima dynasty has long been an embarrassment to South Africa, and not just because of its alleged corruption. When Pretoria rebuffed his claim to South African territory bordering on Transkei, Kaiser briefly committed the diplomatic farce of breaking off "relations" with the government that had granted Transkei its dubious independence. Last February Transkei-trained commandos were accused by authorities in Ciskei of attempting to assassinate their President, Lennox Sebe. The incident led to a virtual state of war between Pretoria's two pseudostate offspring...

Like Transkei's Prime Minister, Chief Kaiser Matanzima, who attended the independence ceremonies last week, Mangope is a political conservative without any viable opposition. His BophuthaTswana Democratic Party won overwhelmingly in pre-independence elections, and has 92 out of the 96 seats in the national assembly. Mangope has vowed never to let his territory become a base for black militants or anti-South African terrorists. Some urban blacks have attacked him as a puppet of Pretoria for going along with the independence scheme. Mangope argues that the plan will enable his people to consolidate their political power and thus...
