When Peking announced this summer that Jiang Zemin would replace the avuncular Wang Daohan as Shanghai's mayor, the choice seemed a bit odd. No one doubted that Jiang, 59, was a man of high accomplishment. A Soviet-trained electrical engineer fluent in four languages, Jiang distinguished himself in China's Administrative Commission of Import and Export Affairs for three years before becoming, and excelling as, the Minister of Electronics Industry. But Jiang, as he is the first to admit, had never run a municipality before, let alone his country's largest industrial city (pop. 12 million). "I'm inexperienced...
CITIC owes much of its style and substance to Rong, whose own history parallels China's recent twists and turns. A Shanghai industrialist and deputy mayor of that city, Rong watched the nationalization of his factories after the Communist takeover. He and his wife were beaten by the Red Guards during the Cultural Revolution of the 1960s, his Shanghai home was expropriated, and he was forced to clean latrines. They trust that when the construction quandaries are finally resolved, Detroit's monorail will emulate the success of similar systems in Toronto and Vancouver. George Pastor, president of Urban Transportation Development Corp.-USA, the company that is building the People Mover, claims the train will pay its own way within three years of start-up. "These systems are cheaper in capital and operating costs...
Since his election in 1983 as Chicago's first black mayor, Democrat Harold Washington has been entangled in an epic feud with the party's long-entrenched regulars, led by Alderman Edward Vrdolyak. The result has been legislative paralysis, with the 21 city council votes that Washington controls more than canceled out by the 29 loyal to Vrdolyak. Last week, however, a federal judge ordered special aldermanic elections on March 18 that will probably narrow the margin and could give the mayor the decisive votes. The balloting could ultimately deliver the coup de grace to Chicago's once formidable Democratic...
