Last month, Boston Mayor Raymond Flynn endorsed a proposal to experiment with a clean needle exchange program for intravenous drug addicts. Although the plan fails to address the question of drug abuse, it has proven very successful in Great Britain in combatting the spread of the disease. Dukakis balked at the plan, and--always a man with open mind--said he would refuse to support it, even if it proved successful in Boston. Apparently, the governor is only willing to support an issue when it is: non-controversial, does not require him to act as a leader and does...

...police have responded to complaints with more patrols. San Francisco Mayor Art Agnos toured the area in an unmarked car and last week announced the addition of 18 extra state narcotics agents to battle the drug traffickers. Residents say cracking down on the crack trade is the only way to halt the violence. The police are not hopeful. Andres Pastrana Arango, a mayoral candidate in Bogota, also ran afoul of the cartel. Two months ago, he was kidnaped from his office and taken, blindfolded, to a hideout near Medellin. After seven days he was released. Police raided the house where he had been held and uncovered a cache of weapons that included more than a dozen U.S.-made AR-15 rifles as well as Austrian-manufactured assault weapons and Israeli Uzi submachine guns. Also found were assorted 9-mm pistols, infrared night-vision scopes and a sniper rifle. "They have the kind of arms you only...
