Explanation. Last week Prime Minister Attlee, aware of the Communist part in the strike, explained things to the House of Commons. Unloading the ships with troops would mean giving over to the wildcat strike leaders the power to decide what ships would be worked. Said Attlee: "It means that a group of irresponsibles can call a ship 'black' if it comes from a particular country with which a particular clique happens to be on bad terms. It may be France one day; it may be Yugoslavia another...

...typically ambiguous statement, the Federal Communications Commission last week announced that it "proposed" to add 42 UHF (ultra high frequency) channels to the existing twelve television channels. No one would explain exactly what this mysterious announcement meant, but it looked important. It could mean that all TV sets in use today will be obsolete unless they can be converted to the UHF band. It could also mean that color television, which works only on UHF, is just around the corner. Even so, the FCC moves so slowly and cautiously that something it "proposes" to do might take years...

What brought all this on was some odd maneuvering by the Treasury itself. Two years ago several distillers asked it to approve, as legally aged, whisky stored in used casks during the wartime barrel shortage. Treasury refused, but later reversed itself. The switch would mean a profit (because of the increased value that would result) of some $90 million for a few big distillers, mostly outside Kentucky, who have 30 million gallons of whisky in secondhand barrels. When the industry squawked, Treasury held up its ruling, called last week's hearing...

This week, after getting both sides into a huddle Federal Mediation Director Cyrus S. Ching told President Truman that they were hopelessly deadlocked.
