...Deal coalition did, for a half-century or more. Once he gets past the midterm elections, Bush plans to introduce a concept that, if anything, is even more ambitious than his failed Social Security plan: a grand overhaul that would include not only that program but Medicare and Medicaid as well. Says strategist McKinnon: "He knows that part of what he brings to the presidency is an ability and commitment to chart a long course under public pressure." ...there any real belt tightening to speak of? Yes, the deficit-reduction bill the House approved last week reduces spending by $50 billion over the next five years, in part by cutting nearly $13 billion from Medicaid and food stamps. Partly because of opposition from his own party, Huckabee's tobacco plan got bottled up in the Arkansas house. So he put it before voters, and the referendum passed, 64% to 36%, in 2000. Huckabee also helped persuade voters to increase their own gas taxes to fund long-overdue highway repairs in 1999. The previous Governor, Jim Guy Tucker, Clinton's Democratic successor...

...much criticized role in the 2000 election recount, but he also looked desperate, fighting to keep Terri Schiavo alive earlier this year and suddenly supporting a G.O.P. congressional plan to allow oil drilling 125 miles off the coast of Florida. Whether his latest proposal, to move Florida's Medicaid patients into managed-care plans, turns out to be a sensible reform or a conservative flop remains to be seen...
