Track athletes, straining across the finish line, are timed by stopwatches in one-fifths and one-tenths of a second. Last week, at Cornell University, Professor A, "V. Hill. Pittsburgh officials, frightened at the appearance of rabies in their district, have devised an efficient method of killing stray dogs. Three motorized wagons patrol the streets.
