The agreement was reached after two days of negotiations between State Department legal adviser Abraham Sofaer and a senior adviser to Iran's President Ali Akbar Hashemi Rafsanjani. The two met in the Hague, site of the Iran-U.S. Claims Tribunal that was set up as part of the 1981 deal that freed the 62 American embassy hostages in Tehran. Little more than a week before the latest title shuffle, Deng and other officials met with one of modern China's closest American friends, Richard Nixon. During the visit, the former President told his hosts that "many in the U.S. believe the crackdown was excessive and unjustified . . . and damaged the respect and confidence which most Americans previously had for the leaders of China." The conflicts and confusions that sounded so hilarious in the recounting are spread out realistically. And reality, as we know, is never that amusing when confronted head...

...nation's 302 Roman Catholic bishops were in a celebratory mood last week as they met in Baltimore to mark the 200th anniversary of the founding of the first American diocese. But their deliberations quickly turned sober as they confronted thorny problems that dominated the agenda. Among their actions: a response to AIDS that urges compassion for those with HIV infection -- and strict chastity as the only sure way to avoid the disease -- but sidesteps the bishops' earlier qualified toleration of condom education; a reiterated call for a Palestinian homeland and security for Israel; and a stepped-up antiabortion campaign...
