Most states are in their best financial condition since the mid-1980s, according to a study released Wednesday by the Conference Board, a business research group. In fiscal 1994, which ended Sept. 30, tax revenues were in line with -- or above -- projections in 43 states. The even better news for taxpayers is that many states with budget surpluses are planning tax cuts for fiscal '95. The taxpayers most likely to gain from these plans are those living in the South and Rocky Mountain regions, where the Conference Board says states are most economically sound...
