...more will be needed to warm Moscow-Tokyo relations. The two countries, which never signed a peace treaty after World War II, have been at odds over the four northern islands off Hokkaido, where the Soviets have 10,000 troops and 40 advanced MiG-23s. Sovereignty over the islands, occupied by the Soviets at the end of the war, remains a highly divisive issue. Last August there was a modest breakthrough when the Kremlin allowed a group of Japanese to visit their relatives' graves on two of the islands without first obtaining visas. But the Japanese are not overly impressed...

...another problem: a rise in tension between Israel and Syria over the Israeli downing of two Syrian MiG fighter planes a month ago. Though some Israeli officials described the matter as a "crisis," to the U.S. Government the danger appeared to have subsided by the time the Israeli public got wind of the impasse. The trouble began Nov. 19 when Israeli jet pilots, accompanying a pair of reconnaissance planes making a routine sweep over Lebanon, shot down the Soviet-made MiG-23s in Syrian airspace. That possibility drew attention to a little-known aspect of American military training. The U.S. has managed to assemble a minisquadron of between four and 15 Floggers, as well as at least a dozen of the more easily obtainable MiG-21s. All of the MiG-23s, which the Soviets began producing in 1973, were purchased from Egypt. Cairo had acquired an extensive Soviet-built arsenal, including the Floggers, from 1955 to 1974, when Egypt was one of Moscow's most valued client-states...
