Gorbachev dispatched Soviet Chief of Staff Mikhail Moiseyev to Washington last week to try to iron out the last issues blocking ratification of the treaty reducing non-nuclear forces in Europe that was signed last fall. Some progress was made, but at week's end there was still no agreement.
