...LeMay and Air Force Chief of Staff Thomas D. White testified that lack of funds has stalled SAC's "minimum" program for dispersing its bases and improving its capacity for getting into the air fast in an alert. The Administration, said LeMay, has done nothing since Sputnik I to speed up the minimum program, or even to restore the cuts that SAC took during the Pentagon's frantic dollar pinch in the last months of fiscal...

...Benson went to Europe," thundered Republican Congressman Usher Burdick last week, "we made a mistake by buying him a return ticket." Agriculture Secretary Ezra Taft Benson had curdled North Dakota's Burdick by announcing that federal price supports on milk and butterfat would be cut to the legal minimum, 75% of parity, on April 1. Current support levels: 83% for milk, 80% for butterfat. The cuts were needed, explained Benson, to shrink the "incentive for excessive production...

...under the new theory, the earth's upper atmosphere is still nearly a vacuum. Rocketeers and missilemen, whose vehicles travel through this area at tremendous speeds, probably will have to make only minor adjustments in their plans. But if the Smithsonian's finding checks out, the perigee (minimum orbital altitude) for a long-lived satellite will have to be raised from 140 miles to 180 miles because of the decelerating drag of air particles at the lower altitude. Anticipated perigee for Vanguard: a safe 200 miles. Scientists at Washington's Carnegie Institution are still puzzling over...

...away, he said, the Agriculture Department will let farmers in four scattered test states-Illinois, Maine, Nebraska, Tennessee-submit land-rental bids. When a bid is accepted by the Agriculture Department, the farm's entire crop acreage will be put into grasses or other conservation covers for a minimum of five years. Maximum rental on any one farm: $10.000. If the bid experiment works out satisfactorily over the next several weeks, Benson said, he will extend the plan to other states next year...

...that the heating problem caused by the re-entry of a ballistic missile into the earth's atmosphere might be solved by a blunt-nose cone, highly resistant to the air, many of his colleagues were skeptical. The prevailing theory backed a needle-shaped cone that would offer minimum aerodynamic drag. Allen's blunt shape built up temperatures in the tens of thousands of degrees, but it saved the cone from melting away by creating a wide-angle shock wave that carried away much of the heat. Allen's design has since been adopted by missilemen throughout...
