Back in the Bottle. Many American scientists feel that the horrors of MIRV are so great that the U.S. should make a determined effort to stuff ths MIRV genie back in the bottle. The system was conceived primarily as a countermeasure to the Soviet ABM. By multiplying the number of warheads, the reasoning went, the U.S. would be able to penetrate Russian defenses.
