Nicaraguan President Daniel Ortega Saavedra says the U.S.-backed contras did it. The contras deny any responsibility. Nicaragua's political opposition says the Sandinistas may be accountable. Publicly the Bush Administration says Washington hasn't a clue who did it, but privately officials suggest it was renegade Miskito Indians in the area. On this much, however, all parties agree: the incident was, as one contra spokesman put it, "a monstrous and abominable crime...
Along with Bermudez, the Assembly returned three incumbent directors: Alfredo Cesar, Adolfo Calero and Aristedes Sanchez. They join Newcomers Wilfredo Montalban, Roberto Ferrey and Wycliffe Diego, a representative of the Miskito Indians who live on Nicaragua's Atlantic Coast. Pedro Joaquin Chamorro Jr., a Bermudez foe whose family publishes Nicaragua's opposition newspaper La Prensa, lost his re-election bid. Calero and Bermudez have clashed in recent months over the handling of the war. But they appeared, for the moment, to have patched things...
...Managua, the accent was also on conciliation. Autonomy talks between the Sandinistas and the largest armed group of Miskito Indians resumed after a hiatus of almost three years. The Sandinistas authorized 14 radio and print organizations to begin or resume operations, and released U.S. Pilot James Denby, whose plane was shot down over Nicaragua two months ago. The Sandinistas downed another craft last weekend, this one a DC-6 contra-supply plane, which resulted in at least four deaths. The one captured crew member, Alejandro Sanchez, confirmed Nicaraguan charges that contra-supply operations continue to operate out of Honduras' Swan...
...Nicaraguan government has rolled back some of its reforms. Two weeks ago a popular visitation program with Costa Rica was suspended after 1,200 Nicaraguans failed to come back. (Last week Honduras suspended a similar program with Nicaragua but offered no explanation.) The Sandinistas then canceled scheduled talks with Miskito Indian rebels from eastern Nicaragua and confiscated opposition posters. Last week Ortega called off the Sandinistas' unilateral cease-fires in four war zones, plainly hoping to appease hard- liners within his own government, who oppose even indirect talks with the rebels. "The contras did not respect that cease-fire...
...Nicaragua, former Contra Leader Edgar Chamorro returned to Managua under a government amnesty. Chamorro had been expelled by the rebels in 1984 after he made public a CIA training manual that encouraged the guerrillas to assassinate opponents. More unsettling for the contras was Miskito Leader Brooklyn Rivera's decision to travel to Managua for peace talks. The Sandinistas, who have mistreated the Miskitos for their dogged pursuit of autonomy, are now offering the Indians a separate peace...
