...rack of network routers and, from there, via a thumb-thick black cable, to the infinite abundance of the Internet. Edward Zeng, the 35-year-old Chinese entrepreneur who commands this tiny outpost in the battle for information freedom, can't resist a grin as he looks around the modest but astonishing room buried within a warren of offices in the bunker-like hallways under Beijing's Capital Stadium. As state-sponsored basketball and badminton teams practice overhead, Zeng pats one of his purring servers and ponders an altogether more dramatic kind of game. "Welcome to ground zero," he says...

...takes an agile mind to defend drunk driving and kids' smoking. Take the modest proposal to set the drunk-driving threshold at .08 blood-alcohol content nationwide--stricter than the .10 standard in 34 states. The liquor lobby long played on the fear that .08 would mean social drinkers who've had a few after work would all fail the Breathalizer. Besides, the latest deals have been "mergers of equals," which allow two banks of similar size to hook up without one paying a big premium for the other. Shareholders still get a (more modest) pop, but in both stocks, not just the target's. So you can do well owning the buying bank--say, a NationsBank, First Union or Chase Manhattan. In many cases, that will be the better long-term investment anyway. But I'd also consider simply plunking some money...
