ACHIEVEMENT TESTS. A panel backed by the nation's Governors is already working to set standards for what youngsters need to know in the traditional core subjects of English, geography, history, math and science. Bush then wants to monitor performance through nationwide tests, beginning with fourth-graders in 1993; eighth- and 12th-graders would be included later...
Religion is a dicey subject for humor: just ask Arswendo Atmowiloto, editor of the now defunct Jakarta newspaper Monitor. The tabloid had asked readers to vote for Indonesia's most "admirable public figures." More than 600 names were sent in on 33,900 postcards. Drug abusers and prostitutes may be transients who are not easy to monitor, and inadequate transportation and communications in many African countries will hurt efforts to keep track of volunteers...
...main safeguards will have to be local. To secure Kuwait, Washington's preliminary idea is to establish, at least temporarily, a demilitarized zone on the Iraq-Kuwait border. Arab forces, mainly Egyptian and Syrian, would police Kuwait's side, and U.N. peacekeeping troops would monitor the DMZ. One kink is that the border remains disputed, and an indignant Kuwait refuses to negotiate the matter with Iraq...
