They have found that when a speaker's mouth is covered by a sound-absorbing baffle, his speech can be heard, weakly but distinctly, through a stethoscope in one of his ears. Most states have laws specifically authorizing sterilization when it is dictated by medical necessity (28 go further and allow it for eugenic reasons), and none forbids it.
