...neither short nor surgical. The federal army all too often advances only on roads, and by day, and sometimes takes its afternoons off from fighting. When the federal troops attack, their strategy is to saturate Biafran positions with wanton bursts of 76- and 90-mm. artillery fire, move forward quickly, then dig in and wait for the artillery to catch up. Such tactics, or at least the attitude behind them, are not confined to Nigeria's federal troops; they are commonplace with most African armies. Moreover, federal commanders have built up an army to match the scale of their weapons...

Remote Powers. Despite the need to ease tension on the campus, the administration of President Grayson Kirk has concentrated on defining new procedures for handling discipline and demonstrations. Kirk has also called in a major Manhattan public relations agency to advise the university-a move that smacks more of image building than real change. His only concrete concession to reform so far has been the appointment of Associate English Professor Carl F. Hovde as new Dean of Columbia College. Pugnacious Forager. After studying five mature walking catfish, Biologists Vernon Ogilvie and Robert Goodrick issued an alarming report. The fish can jump 4 ft. out of water and move overland at will. It sleeps during daylight hours but becomes "very active" at night or when it is disturbed. Few were surprised last month when ex-President Arjay Miller, who had been moved sidewise to make way for Knudsen, announced plans to move west to head Stanford University's Graduate School of Business. Now a second exit has caught the motor city off guard. Last week Ford announced the resignation of one of the industry's brightest executives: Donald N. Frey, 45, a prime...
