...Carmakers' Woes The U.S. government is considering a multibillion-dollar bailout for the Big Three auto companies [Nov. 24]. Why not help consumers at the same time? For three months, every time a new car is sold, the government should absorb half the list price, paying that sum directly to the car dealer. This discount available to the buyer could be reduced in stages during the rest of 2009. In return for this boost, the Big Three must agree to increase gas mileage and reduce car sizes. ...Rejecting paying students might seem counterintuitive in a time of need, but tuition accounts for just 23% of Cal State's funding (even after a 10% hike last year). That's on par with Harvard, where tuition accounts for about 20% of the school's revenue - but there, a multibillion-dollar endowment makes up the difference. ...practical one. As Frank Rich ’71 said in The New York Times, “Bashing the NEA, like boosting school prayer, is a high-profile, low-cost way for the Gingrich G.O.P. to distract the faithful while avoiding the hard choices about cutting multibillion-dollar entitlements that might really downsize the budget.” The NEA got cut off at the knees because it was easier—and much more popular—for House Speaker Newt Gingrich to blame Robert Mapplethorpe for our problems than actually to solve them...

...Venezuela's state-run Petroleos de Venezuela is considered a lesser player because it has little deep-water drilling experience. (China is also interested but so far only involved in onshore drilling in Cuba.) Cuba is now in important negotiations with Brazil's Petrobras, which just made its own multibillion-barrel oil find off its coast near Rio de Janeiro and could, analysts say, be the major offshore drilling partner for Cuba if it jumps...
