...Mwami Mwambutsa IV, the Watutsi ruler of the kingdom of Burundi, did not seem like a man who would easily part with his throne. In fact, when the rival Bahutu tribesmen attempted to overthrow him last October, the Mwami and his men struck back so ruthlessly that at least 86 Bahutus were executed, including all of the elected officers of both houses of Parliament. Last week it seemed that the Mwami had lost his throne just the same. Not to the Bahutus. To his own son, Prince Charles Ndizeye...

...jurists had a special reason for outrage. Alarmed by reports of mass killings, they had received permission last November from the Justice Minister of the King, Mwami Mwambutsa IV, to send their own investigator to the Burundian capital of Bujumbura. Their man showed up in December, but he did not hear until later that 22 executions took place while he was actually in town...

Last week ten of them, including Emile Bucumi, President of the country's National Assembly, and Gervais Nyangoma, former ambassador to the U.N., were also taken...

Though Maryland-sized Burundi was an important Red Chinese base for African subversion until Mwambutsa booted Peking's diplomats out last January (TIME, Jan. 29), international conspiracy apparently had nothing to do with last week's revolt. Instead, it was caused by the same thing that killed the other Premiers-the tribal rivalry between the towering Watutsis and the shorter but far more numerous Bahutus, who for centuries have served the Watutsis as virtual slaves. Fed up, the Bahutus now demand a republic-like the one their fellow tribesmen achieved in neighboring Rwanda after overthrowing a Watutsi king...

...crackdown only enraged the Bahutus. From the countryside at week's end, came reports of machete-wielding Bahutus chopping down scores of Watutsis and burning villages. Mwami Mwambutsa clamped the entire country under martial...
