...used to create national unity as well as shred it. In Zambia last year, for example, the country's angry young university graduates pressured older politicians to step aside, and typically inflated assorted tribal claims to clothe their ambitions. Seizing the tribal issues, President Kenneth Kaunda created a unifying nationalist ideology?a supratribal humanism based on what he called the old tribal concept of "a mutual aid society." With that New Dealish theme, Kaunda remains firmly in power...

...ordinary Africans, the fate of Biafra evokes all their own fears about tribal survival, and from the beginning they and much of Africa's press have shown concern for Biafra's cause. Moreover, Biafra is an African product, and that arouses admiration. "We are Africa's first real nationalist state," says Ojukwu. "We constitute a warning to other states that oppression of minorities cannot go unpunished." This argument has had considerable effect on the four African heads of state who now recognize Biafra. Rebuilding the Party. The Communists had been active in South Blitar since mid-1966. They had evolved a program to revive their party, begin armed struggle, and establish a revolutionary united front, presumably with the left wing of the Indonesian Nationalist Party, which is particularly strong in East Java. Encouraged by Peking propaganda calling for armed uprising, they set up schools for guerrilla training, and political indoctrination and established cells in such East Java cities as Surabaja and Malang. Still true to form, the A.M.A. sent...

Their campuses are less than a mile apart, but Dublin's two major universities have long been separated by a bitter heritage of hate and suspicion. Trinity College (enrollment: 3,500) is Protestant, England-oriented, aristocratic. University College (7,325) is Roman Catholic, nationalist, middle class. Relations between the two are so frosty that, when the Irish government recently offered them joint use of a veterinary school, the colleges balked at sharing the same faculty and instead created overlapping, independent staffs. Now, however, Ireland's Ministry of Education has taken a major step toward ending the rivalry. Under...
