TAIWAN No War This Week Taiwan scrapped military exercises scheduled for Aug. 15 to help defuse tensions with China. A Taiwanese Defense Ministry official said the naval exercises had been called off to avoid misunderstandings. China was angered by President Chen Shui-bian's suggestion that, in reality, Taiwan and China were already separate countries. An unnamed "senior military source" warned in the China Daily, a state-run newspaper, that Chen might risk invasion if he pressed ahead with a referendum on Taiwan's independence.
