Clumsy and bumbling as it evidently was, the Walker spy ring managed to operate without detection for nearly two decades. That speaks eloquently of the need for more effective measures to keep military secrets from the nation's enemies. Washington has long regarded Philippine President Ferdinand Marcos as the guarantor of the strategically important U.S. military facilities at Clark Air Base, located about 60 miles northeast of Manila, and the U.S. naval station at Subic Bay.
