...hold on. Like a high-tech phoenix, the U.S. semiconductor industry appears to be rising again. Rejuvenated by innovative product lines, protectionist trade policies and state-of-the-art manufacturing, chipmakers are staging a stunning comeback. Such Japanese firms as NEC and Toshiba are still on top, with a 45% share of the $60 billion worldwide chip market. But their grip is slipping, while American companies are closing the gap and may be on the verge of retaking the lead. The U.S. share has surged to 42% this year, up from the 1989 low of 37%. Clinton has not exploited the issue, in part because many of his own advisers do lobbying work too. Clinton national campaign chairman Mickey Kantor is a partner in the Los Angeles law firm of Manatt, Phelps, Phillips & Kantor, which represents Japan's NEC Corp., United Airlines and the National Cable Television Association. That is still small compared with giant NEC, which controls more than 50% of the personal-computer market in the country, but Apple hopes to reach a 7% share and sell 50% more computers this year, for $500 million. Maneuvering its way among behemoths like NEC, Fujitsu, IBM and Toshiba is no mean achievement for Apple, especially since...

...Yoshihiko Wakumoto, senior vice president of Toshiba Corp., which now admits that its pretax profits for fiscal 1991, ending March 31, may be down a whopping 42%. In April, when many Japanese companies announce their results for 1991 fiscal year, most will report declining profits. Blue chips like Sony, NEC and Matsushita have all experienced drops of over 40% in pretax profits. Japan's security houses, hit by declining commissions from a falling stock market, will announce even more dramatic drops. Nomura Securities, once Japan's most profitable company, is talking about an 80% decline in profits. Auto manufacturers, banks...
