Life Span. The first large group of U.S. visitors ever to come to Puerto Rico were the 3,415 troops commanded by Major General Nelson A. Miles, who splashed ashore on the beaches at Guanica to end the rule of Spain in 1898. By the peace treaty, Puerto Rico became a U.S. possession. Puerto Ricans have U.S. citizenship; their Resident Commissioner in Washington has a voice in Congress, but no vote. Congress has the right to repeal any act of the Puerto Rican legislature.
