Most Quebeckers are perplexed. They find it hard to understand why a deal that was supported by Prime Minister Brian Mulroney and approved by eight of ten provincial legislatures representing 94% of the population could have been blocked by a handful of politicians in provinces like Manitoba and Newfoundland.
