...Francisco Mayor Gavin Newsom has a habit of treading where other elected officials are loath to go. First, he took on same-sex marriage. Now Newsom is angling again to bestow city residents with rights that Americans living elsewhere don't have. San Franciscans, he announced this week, are poised to become the first recipients of universal health care. This means uninsured city dwellers will gain access to basic medical services they otherwise couldn't afford. While not free, the care will come at sharply reduced costs. Enrollment fees will range from $3 to $201, depending on participants' incomes. Most...

...have any really happy lyrics,” Porter adds. “At all.” The heaviness of their message certainly shouldn’t scare anyone away, however, and the band’s wide array of influences (which, Porter insists, range from Joanna Newsom to Slayer) means that there will be something in its set for every rock fan. Playing at 4:30 p.m. on Saturday in Loker Commons, Plan B’s brand of melodic punk promises to please. With a wide range of new and old songs, from angry sounding numbers with...

...don’t mean to say that I’ve cherished this melody, and can’t bear to see it maladapted, I just mean that listening to the soft, faux-baton crooning of the song, and then seeing this same Joanna Newsom-esque popadry set before a backdrop of shape-shifting, color-altering starscapes and dream sequences, feels sort of like seeing Agent Smith muttering Elvish in a fever-dream to Frodo Baggins. Only sort of, but weird is weird...

...Francisco Mayor Gavin Newsom quickly decided that the shocking scenes of Katrina provided a teachable moment. Newsom unveiled a long-planned public-service advertising campaign last week that will amplify what may be Katrina's most important take-home message: survivors of a major emergency will probably need to fend for themselves for the first few days after calamity strikes. The goal is to get as many San Franciscans as possible to assemble--and keep current--a basic emergency kit, including a flashlight, a transistor radio, spare batteries, canned goods and, above all, enough water to last at least three...

Just how prepared is San Francisco to weather the worst? Newsom told reporters last week that the city has made progress since he took office in early 2004. Among other things, the city has revived its disaster-planning council and regularly stages emergency-response trial runs. It has installed 65 civil defense--style sirens equipped with loudspeakers for broadcasting information about hazards and evacuation routes to outlying neighborhoods. And it is stepping up the training of thousands of civilians in disaster medicine and other emergency skills so they can serve as geographically dispersed disaster workers...
