Usage:

Constitutionalists. The Constitutional Party is generally regarded as liberal, but is in effect conservative. Like all other parties, it has suffered from the Fascist encroachment upon its policies. Signori Giolitti and Nitti are expected to be the most prominent leaders, but whether they will split or unite the Party cannot be determined until after the Fascist Grand Council has met in Rome to give voice to the Fascist policy, following which the Constitutionalists will state their platform. Most of the people who have been shocked at the Fascisti brutalities have fallen back on the Constitutionalists...

Under the present system there are 55 electoral colleges, each of which holds ten seats. The party gaining the largest vote receives six of the seats, the others are assigned proportionately to the opposition parties. This scheme originated with Nitti in 1919, and made it practically impossible for any party to gain a majority. The Popular Party held the balance of power between the Liberal and the Socialistic groups and was able to force Catholic representation in all the coalition Governments that resulted, including even the Fascist Government...

Proportional representation was introduced by Nitti four years ago. Under that system a political party is entitled to as great a percentage of seats in the Chamber of Deputies as its numbers bear to the electorate; a party that gets 40% of the votes gets 40% of the seats, etc.. Italy has many political parties and under this system the Catholic Party held the balance of power while the Fascisti and Nationalists combined only held 50 seats...

...Sturzo, leader of the Partito Populare (Catholic Party), which is the chief beneficiary under Nitti's proportional representation, is violently opposed to the proposed electoral law; of three former Premiers- Giolitti, Salandra and Orlando, only Orlando favors it; the Government press is perfunctory and the Ministry divided. It is not likely that the proposal will pass without modification...
