FRANCE. Because President Valéry Giscard d'Estaing faces re-election this spring, the French government is unlikely to be quite as tightfisted as its Bonn counterpart. Jean-Marie Chevalier, professor of economics at the University of Paris Nord, predicts that growth, which was 1.6% in 1980, will decline slightly to between .5% and 1% in 1981.
