Despite the remoteness of the disaster area, about 130 miles northeast of Milan, more than 4,000 amateur and professional rescue workers had rushed to the scene by late afternoon. Washington has long regarded Philippine President Ferdinand Marcos as the guarantor of the strategically important U.S. military facilities at Clark Air Base, located about 60 miles northeast of Manila, and the U.S. naval station at Subic Bay.
