...able to back his turnabout with deeds. In the wake of the last round of suicide bombings in late February and early March, he ordered what has turned out to be the longest ban ever on Palestinian workers crossing into Israel. In response to Katyusha rocket attacks on northern Israel by Hizballah guerrillas in Lebanon, Peres last month launched a massive 17-day bombardment of Lebanon. But the killing of more than 100 innocent civilians at Qana (see box) has alienated Israel's Arab minority, who make up some 15% of the population and whose ballots Peres had counted...
...shot another Bosnian man to death, or when he savagely beat a Croat priest and five others with a police baton, a metal wrench and a car jack. From April 17 until Nov. 20, 1992, the witnesses say, Lugar terrorized thousands of non-Serb residents of Bosanski Samac in northern Bosnia until they either fled or died. In La Lama, about 23 buildings, including ten belonging to the Lama Foundation spiritual community, have been destroyed. The fire began Sunday as a small trash fire. TIME's Nancy Harbert...

Ideally, a comprehensive peace between Israel, Lebanon, and Syria (which occupies Lebanon) will result in Israel's withdrawal from the security zone and peace along the border. Until that time, however, Israel must act to protect itself against rockets fired from Lebanon. Israel cannot afford to be so naive...
