This week U.N. finally reached the Berlin problem. Again Russia's position was based upon unlimited national sovereignty. In trying to act on Berlin, said the Russians, U.N. was interfering with the sovereignty of the big powers. In a formal note, Moscow declared that a lot of "false noise was raised" by the Western powers, proposed that the Berlin issue be returned to the Big Four.
