...respected citizens to advise the government. The names of the council's 56 participants were released last week, but the roster was not as representative as some observers had hoped. The roll includes 17 Communist Party members but no top leaders of the outlawed trade union Solidarity; Wladyslaw Sila-Nowicki, 73, a lawyer who defended Solidarity members in several trials, is expected to serve as the group's representative. The Roman Catholic Church declined to nominate any delegates. Though exact details of the council's role were not announced, meetings must be convened by Jaruzelski, and published reports will reflect...

...state officials; among other brutalizing instruments, they found shackles and a brown leather whip. One nurse said she had treated numerous bruises from chains. Von Hilsheimer told TIME Correspondent Joe Kane that his young charges were "miserable, hateful, violent bastards." The school's former headmaster, Ronald E. Nowicki, could also be violent. Better Than Shadows. For Chief Cartographer Albert L. Nowicki of the Army Map Service, the traditional method of measuring lunar mountains by their shadows is not accurate enough. It works well only in the center of the moon's visible disk; off toward the edges it fades into uselessness. So the Army has turned to stereo photo-mapping in order to take advantage of the fact that the moon wobbles slightly but predictably at intervals of 3½ to seven years as it orbits the earth. Arbitrary Altitude. The moon has no sea level to use as base elevation (its so-called seas are waterless plains), so Nowicki selected Mösting A, an easily identified crater near the center of the disk and gave the bottom of its crater the arbitrary altitude of 7,000 meters (23,000 ft.) to serve as reference for all other elevations. The finished map, which is 4.5 ft. in diameter, includes more than 5,000 surface features, giving elevations in hundreds of meters. One version of the map shows high and low areas in colors: the highest mountains...

Listing the occasions on which Michigan's Governor Frank Murphy has been absent from the State, Lieut. Governor Leo J. Nowicki invoked an 1840 statute, asked the State auditor to pay him the Governor's salary for the days in question. Figuring that he had been away 32 days at $13.88 a day,* nettled Governor Murphy sent the auditor his check for $444.42. Lieut. Governor Nowicki (who has been earning $200 a week since July as a bankruptcy trustee) thereupon claimed the Governor's salary not for 32 days but for 70, returned his own check...
