Died. Hans Globke, 74, durable German bureaucrat who became a powerful figure in the postwar government of Konrad Adenauer; of pneumonia; in Bad Godesberg. A career civil servant who first served the Weimar Republic, Globke adapted to Nazi rule in the '30s and helped interpret the 1935 Nuremberg Laws, which deprived Jews of German citizenship. He later maintained that he had done his best to thwart the laws, and despite a public outcry, Globke returned to government after the war. ...DOCUMENTARY'S only villain is Premier Pierre Laval. His personal behavior casts him as such in the film's context of what is ugliest about the French: their anti-Semitism. They embraced the ideology of race purity using stricter criteria than the Nuremberg laws. Newspapers blamed France's defeat on "foreign elements." Doctors used the Gestapo to rid themselves of Jewish competitors. In the cinemas films played like The Jew Suss, which warned against interbreeding. Especially distressing is a newsreel of the memorialization of France's first anti-Semitic "authority" coupled with views of a touring exhibit...

Interestingly, McCarthy reports that before any of the My Lai proceedings began, a group of young Army lawyers suggested that all concerned-from generals down to sergeants-be tried en masse, on the Nuremberg model. Such a proceeding, she says, could have "apportioned blame in large, small and medium slices according to a single measure."
