Segregation of blacks and whites into separate states v. "racial partnership" was the issue last week in the first election in Britain's new Central African Federation, which is an amalgam of the Rhodesias and neighboring Nyasaland. Sir Godfrey Huggins' Federal Party took its stand on Cecil Rhodes's dictum, "Equal rights for all civilized men."
