Proudest achievement of the socialist-minded Mexican Government is its school system. In 1910 Mexico had only 600 State-supported schools and 70% of its citizens were illiterate. But the post-revolution constitution of 1917 decreed free, secular education for all. By 1921 President Obregón began to send missionaries into the rural districts to establish secular schools. Plutarco Elías Calles roared into Mexican politics in 1920 as one of the "Sonora triumvirate" of Obregón, de la Huerta & Calles which overthrew and assassinated President Carranza. Calles, a superb executive during his four years (1924-28) as President, built up a potent political machine.
