Since there is "peace," China has been able to obtain U. S. loans (notably $25,000,000 last December from the Export-Import Bank), and to buy U. S. munitions, motor trucks, airplanes. Some economists and humanitarians maintain that Japan has gained more than China by being able to buy at will in the U. S., but Chiang Kai-shek presumably thinks otherwise for he could invoke the Neutrality Act by simply declaring war on Japan. Meanwhile, some two million people have been killed in China, and the U. ...firms from margin speculating. Last week the New York Stock Exchange issued a new regulation to satisfy SEC. It forbade general partners of member firms from trading on margin through their own or other member firms. (Like other investors, they can, of course, trade on borrowed money if they obtain it elsewhere.) Exempt from this rule were specialists and certain technical transactions. The Exchange warned partners that the brokerage accounts of their close relatives would be scanned to see that the spirit of the new rule was observed...
