President Keppel of the Carnegie Foundation took occasion to rap the regents of the University of Wisconsin for turning down an offer of a $600,000 endowed medical school from the Rockefeller Foundation (TIME, Aug. 17, Oct. 26). The regents' reason was fear of domination by the donor, and their resolution included all incorporated foundations.
